Course description
The teaching of constitutional law focuses on general knowledge and basic concepts of the public law.
Objectives
The formative aim is to give students basic knowledge of Italian public law, by the study of sources of law and constitutional bodies. The program covers the entire Constitutional Law by the study of its basic institutes starting from constitutional sources. There will be explained the reforms that changed Italian constitution, with particular attention to the Reform of Title V, Part II, in 1999 and 2001.

Introduction to Public Law. Order, Constitutional Law, Constitution and classification of constitutions. Outlines of Constitutional History. Sources of Law. Criteria for the resolution of law antinomies. The Principles of Italian Constitution (and of European Treaties). Form of State. Forms of government, Parliament, Electoral Systems. The Italian electoral system. Bicameralism and the Parliament in joint session. The domestic organization of Parliament. The iter legis. Constitutional revision and constitutional laws. The referendum to abrogate a law. The President of the Republic and the Government. The Government (formation and membership). The acts with the force of law. Regulations. The autonomies inside the Republic. The Regions in the constitutional system. Regional Statutes. Regional legislative powers. Regional rules poker. Local authonomies. Regional and Local financial authonomy. Public Administration. The constitutional discipline of public administration and principles of administrative law. Administrative organization. The administrative process. The administrative measure. The discipline of economy. European Union and European Constitution. European Institutions. European sources. Fundamental rights. Guarantees. Individual and common freedoms. Social Rights. Personal freedom and freedom of residence, of movement, of domicile and of residence. Constitutional Jurisdiction.
