The international Council for Open and Distance Education (ICDE ) together with the Moscow State University of Economics, Statistics and Informatics (MESI) have promoted this initiative.

The OER and MOOCs are the new educational systems, the challenge of an intelligent education. Due to a kaleidoscope of approaches, techniques, findings and gaps in the field of education, the sharing of experience and the promotion of cooperation have become a vital necessity at international, regional, national, local and institutional levels.
